On March 8, 2008, the West Virginia Legislature passed Senate Bill 287 to create the “Bucks for Brains” West Virginia Research trust fund, which will match state dollars with private donations to encourage university research and leverage private giving. Governor Joe Manchin III proposed the initiative in his January 2008 State of the State address.
