The Research Challenge Fund provides the foundation for many of the competitive grant programs administered by the Division of Science and Research. The fund generates approximately $4 million annually from lottery proceeds as a permanent source of continuing resources for West Virginia science and technology.

The fund was created by the West Virginia Legislature in 2004.
